World View - To uphold policies of abstinence and faithfulness is to impose particular morals on people. Those who don't adhere to these policies or morals are stigmatized. The option of abstinence is beyond the control of many women in Africa, and to make A and B active public policy is unfair to abused women

Biblical View - When properly followed, moral law, by design, protects the weak. Abstinence and fidelity safeguard the people who adhere to them. Moreover, they protect the larger community. Because it is a @#%ually transmitted disease, AIDS is never given the chance to enter a community where A and B are standard practice. This preserves the freedoms of everyone in the community. Galatians 5:14 "For everything we know about God's Word is summed up in a single sentence: Love others as you love yourself. That's an act of true freedom

I hear and understand both of the views. The spread of Aids should be prevented, stopped, and slowed down by any means possible. Keeping one's self pure before the Lord of course is the best. Condoms should also be available to married couples. This would perhaps keep children from being born with HIV and unfaithful partners infecting their spouses.
